                      RULES & REGULATIONS

REVISED AT THE A.G.M. OF 2001

 

1.           The Society shall be called the Pontypridd & District Canine Society.

 

2.           The objects of this Society are to encourage and promote the breeding of pedigree dogs, to hold Shows, matches, or other functions and by any other means to stimulate a desire to possess the best of its breed.

 

3.           The Officials of the Society shall be, President, Vice-President, and (Life) Patron. The President if he so wishes may attend committee meetings, but have no power of vote. The officers of the Society shall be Chairman, Vice-Chairman, Secretary, Treasurer & Assistant Secretary. These officers and Twelve (12) other members elected at an A.G.M. shall form the committee.

 

4.           The property of the society shall be vested in the committee. They shall have the powers to make byelaws, arbitrate in disputed matters and to proceed against any member to recover monies or property due or belonging to the society. The committee shall have the power to deal with any question not provided for by the rules

 

5.           The financial year of the Society shall end on 31st December. The A.G.M. shall be held in January of each year, at a time and place to be decided upon by the Committee, for the following purpose : to receive reports from the President, the Chairman, and the Secretary, to receive the Treasurers report and Balance Sheet, (duly Audited). To elect Officials, Officers and Committee, then to transact any other business of which due notice has been given.

 

6.           The Society must make a list of members and their addresses available for inspection, if so requested, by the members of the Society of by the Kennel Club. The annual subscription for one member shall be £1.50 and the combined subscription for member and spouse or partnership shall be £2.00. Junior membership fee shall be 50p and voting rights shall start at the age of seventeen when they become eligible for adult membership. Subscriptions are due on January 1st of each year.

 

7.           Members whose subscriptions are unpaid on January 1st shall be considered in arrears and debarred form all privileges of membership, including voting at the Society’s meetings.

 

8.           The terms of Office and election of Officials, Officers, and Committee.

President and Vice-President will serve for a term of one (1) year and retire annually. The Secretary, Treasurer and Assistant Secretary will serve for a term of four (4) years. The Treasurer and Assistant Secretary will retire on alternate biennial years to the Secretary. i.e. Treasurer and Assistant Secretary 1991, 1995, 1999 etc. Secretary 1993, 1997, 2001 etc.

The Chairman and Vice-Chairman retire Biennially in rotation.

Half the Committee, six (6) retire biennially in rotation.

All Officials, Officers and Committee members who retire at the end of their terms of office shall be eligible for re-election without further nomination.

Nominations for new Committee members must be proposed and seconded by Bona-Fide members of the club and all must have been members of the club for at least one (1) year (Nominee, Proposer and Seconder)

 

The Committee shall have the power to co-opt members on to the Committee in the event of positions becoming vacant between general meeting of the club. Those co-opted shall only hold office until the next general meeting of the club, at which election of Officers and Committee takes place.

 

Nominations for officers must be proposed and seconded by bona-fide members of the club and the nominee must have served on the committee for at least one (1) year immediately prior to nomination. All nominations for Officials, Officers and Committee must be with the secretary in writing at least twenty one (21) days prior to the A.G.M.

 

9.           Life Members. There shall be no more than ten at any time. They are elected only at the A.G.M.

 

10.      Should the Secretary or the Treasurer resign during a term of office, they forfeit any claim, or right to any part or percentage of their honorarium, for the term. Unless in the Committee’s view, there are mitigating reasons

 

11.      Any member who shall be suspended under Kennel Club rule A42J(4) and/or any member whose dog(s) is/are disqualified under Kennel Club rule A42J (8) shall ipso facto cease to be a member of the Society for the duration of the suspension and/or disqualification. No person whilst an undischarged bankrupt may serve on the Committee of or hold any other office or appointment within a Kennel Club Registered Society. If the conduct of any member shall, in the opinion of the Committee of the Society be injurious or likely to be injurious to the character of interest of the Society, the Committee of the Society may, at a meeting the notice convening which includes as an object the consideration of the conduct of the member, determine that a Special General Meeting of the Society shall be called for the purpose of passing a resolution to expel him/her.

Notice of the Special General Meeting shall be sent to the accused member, giving particulars of the complaint and advising the place, date and hour of the meeting that he/she may attend and offer an explanation. If at the meeting a resolution to expel is passed by a two thirds majority of the members present and voting, his/her name shall forthwith be erased from the list of members, and, and he/she shall thereupon cease for all purposes to be a member of the Society except that he/she may, within two calendar months form the date of the meeting, appeal to the Kennel Club upon and subject to such conditions as the Kennel Club may impose.

 

12          Any member of the Committee missing three (3) consecutive meetings without notifying the Secretary, shall be notified that he/she shall cease to be a member of the Committee.

 

13          The Treasurer shall keep the accounts and books. The Committee shall see that the same is audited. All books shall be open to inspection by members at any General Meeting of the Society.

 

14          The Officers and Committee shall arrange all shows and matches held during the year. The Treasurer to render an account of each show to the Committee within six weeks of the same. The expenses incurred by the Secretary in connection with Society business, shall be submitted to the Treasurer, who in turn will record these on the appropriate Balance Sheets. Should the Committee not sanction these expenses, the Secretary will be held personally responsible.

 

15          The banking accounts shall be kept in the name of the Society. All cheques must be signed by two of the following three : Chairman, Secretary or Treasurer. No two of these three shall live at the same address.

 

16          All shows and matches shall be conducted under Kennel Club rules. The Kennel Club shall be the final court of appeal in all cases of dispute.

 

17          The Committee reserve the right to refuse an entry for its shows or matches

 

18          The Secretary shall call a Special General Meeting within 14 days of receipt of written application stating business and signed by at least 21 paid up members of the Society. A copy of this application must also be sent to the Hon. Chairman at the same time. All members must then be notified separately by the Secretary. No other business can be discussed other than what the meeting was called for.

 

19          Should it be necessary at any time to wind up the Society, this can only be done by calling a Special General Meeting, and then only upon  a two thirds majority of those present, which must be at least 50% of the current membership, voting to do so. All Challenge Cups and Special Prizes in possession of the Society, shall be returned to the donors, (or their legal representatives). In the event of winding up the Society with no settlement within ten years, the monies shall be donated to an animal charity, chosen at that Special General Meeting.

 

20          Committee meetings are called by the Chairman in conjunction with the Secretary, but must be at least every three months. Seven members to form a Quorum.

 

21          No alteration or addition to these rules shall be made, except at the A.G.M. Notice of any proposed alteration of, or addition to the rules, must be sent in writing to the Secretary on or before December 31st. The proposed alteration must be signed by the proposer and seconder, and shall not be brought into force until the Kennel Club has been advised and has given its approval of the alteration.

 

22          No Officials, Officers or Committee members of the Pontypridd and District Canine Society shall enter or handle any dog at the Society’s Shows.

 

23          The Officers acknowledge that during the month of January each year, maintenance of title fee will be forwarded to the Kennel Club by the Secretary for continuance of the registration and that by 31st July each year, other returns as stipulated in Kennel Club regulations for the registration and maintenance of title of Societies and Breed Councils and the affiliation of Agricultural Societies and Municipal authorities be forwarded to the Kennel Club. The Officers also acknowledge their duty to inform the Kennel Club of any changes of Secretary of the Society, which may occur during the course of the year.
